The client wanted to redevelop a former Council leisure centre into a 72-apartment Extra Care facility at Stirchley, Telford.
The scheme was designed to include external gardens, rooftop gardens, and a café/bistro that would all be available for use by members of the local community.
The scheme was planned as 100% affordable, with all residents to be from the Council Housing Waiting List.
What we did
Sarah, in her role as Planning Partner at Rapleys LLP, managed a team of consultants including architects, transport, ecology, noise, drainage, and landscape experts to submit a full application for the scheme.
The process involved pre-application discussions, negotiations with the Local Planning Authority, and submission of revisions to the design.
Presented to the Planning Committee, to ultimately secure planning permission in line with the Officers' recommendation for this specialist type of housing.
Submission of discharge of condition applications followed.
How we added value
We worked to a tight timeline, bringing everything to fruition within the 13-week determination period.
Through working closely with a receptive Local Authority, the consultant team achieved the granting of planning permission in 2023.
Construction was able to commence immediately after the pre-commencement conditions were discharged, and the facility formally opened to its new residents in Spring 2025.
